Germinating cannabis seeds can very tricky. And not everyone gets it right the first few times so if you burn through a pack of ten cannabis seeds your first few times without nothing coming up it’s pretty normal and it’s not usually the cannabis seeds fault. You should start with a single seed and if you're new method that you're trying works for you, by all means repeat the process. But if you're having trouble with one cannabis seed sprouting/germinating it’s likely that you will have trouble with the other seeds in the pack. So using the same technique on all the seeds at once is a bad idea considering you couldn't get one to sprout and their are several methods for soaking cannabis seeds, from paper towels to straight soil/growing medium or cups filled with warm water. And all those techniques work fine if you use the two day soaking rule.

TWO DAY SOAKING RULE

Most people let their cannabis seeds soak over 3 days, waiting the whole time for a tail to pop-out of the cannabis seeds shell before they even plant them in their choice of soil or growing medium and that is where they make their initial mistake. Cannabis seeds should be soaked for no longer than two days no matter what method you are using to soak them. If you let cannabis seeds soak longer than two days, the cannabis seed will rot and it should be planted in your growing medium by the third day.
